 is it just the [CivControllable] tag added???
Well, that would make them modded and playable, but more intensive work is needed to make them work.  They need to have militia commanders, to have the [NO_EAT] & [NO_DRINK] removed from them, and they need to be able to build workshops and use tools.
There is a Difference between "Modding to make playable" and editting the Base Raws by Moving/Removing Tags...
For example, making a Mechnsim for Humans to work without needing stone requires a good bit of work, last time I did it I was making Mechnsims that took a Year to move over 30 tiles...
"Mechanism"?  I'm not entirely sure what you mean by "Mechanism."

And to make it playable, you do have to add/remove tags.  That is modding.  You can't make them playable without modding.

Are you saying you're modding without changing raws?
There is Changing the Raws...
Then there is Modding...

Changing the raws isn't anything like modding, its like, the lazymodder's thing. Its like changing one line of code to get that extra fps in your game...

Modding is something more like creating content or making a race or in the term I am meaning, making certain races playable in the terms of gameplay such as the Elf/Goblin Race mod posted around page 3 or so...

If you open up the DF folder, you'll see another folder called "Raws."  You open that up, then go to the "Objects" folder.  Then you will see numerous text documents, one is labeled "entity_default."  Another is labeled "Creature_standard."  You use both of these, editing their tags, to mod Elves/Goblins to be playable. 
Those text documents are the raws.  Why do you not understand this?
So I don't know what exactly you are referring to, but in this case we are talking about changing the raws to allow Goblins and Elves to have playable civilizations.

There is a fuck ton of work into that when it comes down to it. Go look into what is done... Sigh, I don't know how long you have been playing DF itself, but listen to what your Forum Elders are saying to you, MODDING is NOT just editing raws...

I guess I don't know what you're talking about then, but all you need to do to make Elves and Goblins playable is a bit of raw editing.  That's all that's been done.

I do not have a clue.  Can you put up a little more context?

Oh. I've survived for less than year, and then the violent ghost of dead migrant tore my leg off!
Not dead yet, but it's just a matter of time... Well, evil place is good for getting rid of unwanted migrants, but ghosts are real hardcore.
Will post the story and pictures later.

Yes, you can.

I must be ridiculously lucky, because I am in summer of year 2, and no ghosts have bothered me, despite only slabbing the other 6 of the starting numbers.  Interestingly enough, I get the message that: Migrants are too scared to risk immigrate. :D

Remeber: unless you die, you must wait till year 2.5 to post, after 1 month of locking up your [insert race] to simulate travel to and back from the meeting.

So, here's my short story

Diary of Peregar Dentedwhips, expedition leader hermit of Razors Of Neutralization

17th Granite, 50.
We finally arrived to the border of Dunes of Rust. This is the most diguisting place I’ve ever seen. Black sand, rare filthy glumprong trees, mist... We’d never been here, but our goal...

Oh. I think I should start over again.

First of all, we - seven rogues with no skills or values - came here in search of riches. There always were rumors about endless treasures that can be found in these barren lands, but no one dared to settle there and mine those riches. So, finally seven peasants gathered their last values, borrowed a wagon with small load of supplies and moved here.
Those who said us goodbyes looked like they are burying us alive. Huh, you’ll see how rich we’ll return, all of you will see!

So, when we arrived,I took the pick and went to dig a shelter. I heard rangers’ stories about rains here, in the dunes, and don’t want to prove if they were right.
While I was digging, others brought the supplies inside, and made our first furniture piece here - a stone hatch cover, which was set to block the downstair into shelter. Just in time - the rain of filthy slush has began. It causes blisters, nausea and dizziness when falls on your skin, all of us have experienced it, but finally it’s over.
The wagon animals were ordered to be butchered... Oh. The worst horror stories of this land were true. After the yak and buffalo were butchered, their skins raised and began attacking us! I was hiding down at my tunnels, while others desided to run to the surface. Fools.
I locked the hatch for my own safety... What?! I never knew them before our journey, and we wouldn’t be friends, I think. Not with those rogues. I’d never trust them, if hadn’t forced to assign them into my travel... oh, that’s long story that I shoulnd’t include here.

So, now I’m alone here. I’m strong at my goal to mine the riches from this land and claim them for my own, and I swear I will.

I found a hematite vein - not such a treasure, but valualbe anyway. Good. If not those blood gnats everywhere...

11th Slate, 50
I still shiver when thinking of it... The yak hair that remained in the butchers shop attacked me. I killed it, but then it attacked me again!... I killed it again, dropped it into hole and covered it with rock salt boulder, but I don’t know if that’s enough.

I slept on the rough floor and didn’t like it. So, after I set three small farms, I made myself a nice oaken bed, and dug a quarters. Such a good feeling to sleep at my own big room!

1st Slate, 50
Today I drank my last barrel of booze that we brough here. But my plump helmets grow good, so I think I’ll make some booze by myself.

Oh, I think before I can make booze, I should make some barrels...

6th Malachite, 50
My companions have returned. As ghosts. Never seen one before.
I guess I should make them slabs, just to sleep well.

Also, looks like there are group of dwarves came to our camp... Fools, they though that I’d give them all that I dug for myself. No way. I never felt so calm before. No one should be allowed here!

23rd Limestone, 50
I’ve found a gold vein! Finally, the treasures that I was looking for!

17th Obsidian, 50
I was making a safe entrance for merchants linking gate bridge to lever, when a ghost of some dwarf appeared. It was carrying meat cleaver and looked very... angry. I said that I will make him a slab later, it didn’t answer, but cut my leg off!

Now I can’t even move, and the ghost is near and watching me. I’m scared. These lands have taken their revenge...
All I can do now is just stay here on the floor and make some sketches of what I have here, waiting for ghost or hunger and thrist finish their job...

Changing to a Human based off the fact that for some reason I couldn't get any caravans on my site and that Elf was just too slow paced and not really all that fun at all even after I managed to stabilize myself in year 3
