They can.  Furthermore, chainmail shirts cover more area since they have [UBSTEP:1] and [LBSTEP:1], as opposed to breastplates' [UBSTEP:0] and [LBSTEP:0].  So chainmail covers the torso, upper arms, upper legs, and throat, while breastplates only cover the torso.  Granted, breastplates have a higher armor value, so anything that does hit them will probably do a better job than just chainmail, but for outfitting civilians, chainmail should suffice (plus chainmail only takes 2 bars to make, rather than breastplate's 3)
