The Paradox forums says that a good host computer should have "A capable processor and abundant memory", so that's something to consider.

Quick addendum to my eariler comment. If someone could annex Croatia and sell its provinces back to my brain dead AI replacement, hereby to be referred to as STEVE (Capslock mandatory), that would be very fine.

(Alternatively, if someone could figure out how to get STEVE to vassal Croatia as it currently exists, that would be excellent.)

Hamachi, I suppose. Last EU3 multiplayer that worked fine, so I see nor reason why it won't now. Twiggie might just show up on time anyway, so perhaps it won't even matter.
