Really, I think kobolds would be fine if you just got rid of the -4 to Strength. There's no real reason that a kobold should be exceptionally weaker than a halfling or a gnome.

I'd reduce it to -2 instead. Kobolds are fast for a small creature, and they are dragonblooded, which means a lot if you're a dragonfire inspiration bard.

Dragonfire Inspiration is a feat available to bards with the dragonblood subtype. When used, it replaces the +X to attack and +X to damage from the bard's inspire courage song with +Xd6 fire damage.

A Dragonfire Inspiration bard is one who uses the Dragonfire Inspiration feat along with a bunch of effects that improve the bonus given by inspire courage in order to let their allies to mucho fire damage on every hit.

The issue with Kobolds is that they suck if you don't cheese them, or are overpowered if you do. I'm willing to reduce the strength penalty provided we don't get Venerable Dragonwrought nonsense all up in here.

Not that I know of, no.

Binders contact beings known as Vestiges, and bind them to their soul for a day in order to gain SLA's and other abilties. The weapons he has chosen are all prefered weapons of various Vestiges.
