Director, everything is ready. The construction of this complex has finished - the last crews left last week - and without attracting the attentions of the Swiss authorities. The staff is loyal and eager to work. We are somewhat lacking in advanced equipment, but have a steady supply of basic gear. I have prepared a summary of our assets and present status...

Research and Development

We currently have the staff and labs to start one (1) Research Project in any field. The Director may choose a generic field of research, a specific topic within a field of research (silenced small arms, armoured sports cars) or draft a completely unique project of his choosing.

Training and Recruitment

The HQ can support six (6) more Agents or Operatives. The department will automatically train more personnel when funded.

Acquisitions

Our contacts within the European Black Market are ready to provide us with available equipment and useful acquisitions. Cost projections for increasing the sizes of our HQ or R&D Wing are underway. Potential safehouses and secondary complexes around the world are being scouted out.
 
Intelligence

Our analysts have prepared a preliminary report of matters and events of importance related to our mission, but lack essential resources and funds.

All Operatives are at base under surveillance. Our intelligence department has prepared a summary of their status and history for use.

Mikail Bisharid, a veteran of the first Taskforce from the UAE nobility. Had a key role in uncovering the plutonium shipping affair in the 70s. Had a stint as the operations chief of the Middle Eastern and North African region and as such an experienced handler and organizer. Seeked us out when the rebuilding of the Taskforce began and has been a great boon to the Intelligence department. Is an amateur botanist... or so he claims. As far as we can tell, he is devotedly loyal to the cause.

We have no information as of yet of any independent assets and associates he might possess, but it seems he was mostly forgotten by the intelligence world after the fall of the Taskforce.

Robert Graufreund is a new member of our organization. He claims to have been employed by the SWAPO party in Namibia in its war for independence. After the war, he was unceremonially sacked. We recruited him recently and he seems loyal to the agency. Graufreund is an expert saboteur and infiltrator and we should put his skills to use. Graufreund's psychological profile hints at some sociopathic tendencies, but as long as he follows orders we don't see this becoming a problem.

We do not believe he has remained in contact with any of his old co-workers or in possession of any SWAPO assets.

Operative Graves possesses considerable background in spec ops in the US military, including Delta Force. He drifted to us after the US government burned him in the middle of a mission in exchange for Xun Guo, the Chinese terrorist leader (see our files on the Manila Strikes). Graves' skills and experience could prove very useful to us, but we recommend monitoring US activities in case they are still looking for him.

Like Graufreund, he's been cut off for a while and lacks any major connections to the espionage world.

Laura Williams, known as 'Sledge', is a former SAS operator we know worryingly little about. She has refused to tell us about her SAS activities and we cannot be 100% of her loyalties at this stage. Nevertheless, she is quite adept at military ops though has a reputation for being 'gung-ho'. She is especially experienced with heavy weapons and rapid assault, clearing our obstacle course fastest yet. Recommend use of her only in tandem with other Operatives and Agents until her devotion to the mission is confirmed.

FAQ and Oh god it's too much what do I dooooo?

0. There's too much stuff, my eyes are bleeding. Why? Whyyy?
- I'm sorry. I don't know what happened. One moment it was all neat and orderly and another there was all this stuff there. I hope I didn't scare you away. Only the Director has to care about most of this stuff. If you are LordBucket and were still scared away, well, shit.

1. What do I do, as an Operative?
- You chill. Maybe read the Intelligence Report and the Operative reports, and interact with your fellow Operatives (you can be at the training area or anywhere). If you get ¤ from the boss, you can use it to buy things from the black market as well.

2. What do I do, as the Director?
- YOU WORK. First, make your budget. You have 7¤ Funds/Resources to spread between Acquisitions, Research and Development, Training and Recruitment, Intelligence and, if you so wish, your Operatives. The more ¤ you put into a department, the better it functions and the more you can do with it.

Acquisitions - you can purchase stuff from the black market, build bigger bases'n'stuff or construct safehouses and Agency areas around the world. You're not actually spending anything, but rather the amount of ¤ you put into Acquisitions determines the amount of dice you use against the difficulty of the purchase. 3¤ would be 3d6 against, say, another helicopter (Diff: 10). If you pass, you get the chopper. If not, you don't and can't try to get that specific thing again. Some Acquisitions do 'tie up' ¤ - for example, supplies of weapons, or a bigger HQ.

On the black market, you can either just see generic available things or request specific types of items and gear (an armoured patrol boat, a missile launcher, a supply of designer drugs) or even support on missions (helicopter transport, mercenaries to distract target guards etc).

R&D - the number of ¤ is again the dice used in research rolls. Research has a set number of steps and progresses each turn according to the dice rolls. You can choose the generic field of research or request specific projects for specific things.

T&R - in the same vein, dice rolls equal Agents recruited. A 6 on any dice roll gives a chance for the recruitment of an Operative.

Intel - the more ¤, the more extensive the reports. With Intelligence, you can also choose specific topics (for example, this 'Lazarus' person or the Onyx interception system) to be researched more closely, with reports and briefings produced. You can also choose to send Operatives/Agents to investigate any of the topics of this turn (or request further Intel investigation before committing any assets), but feel free to ignore them if you so wish.

3. But what's all this stuff? Like the R&D/Acquired Equipment?
- It's stuff you have at the HQ. R&D Equipment you have an unlimited amount of, Acquired Equipment a limited, unless you Acquire a continuous supply. You're going to assign it to Agents and Operatives when they go on missions, see.

4. I'm not in...

Research feasibility and cost projections for the following construction projects:

 * Additional R&D wing at 'Swiss Alps'
 * Increased agent capacity at 'Swiss 'Alps'
 * Secure holding cells at 'Swiss Alps'
 * Secondary base to be constructed in British Columbia, Canada, near the US border. Specifications follow:

Purchase a large (100+ acres) plot of forest land. A section of trees and dirt are to be mechanically excavated, then a number of steel shipping crates are to be buried in a concrete foundation to build the base itself, then buried under at least six feet of concrete. This will provide extreme protection from any and all forms of electronic survelliance and remote transmission and detection, due to the faraday cage effect of the steel, as well a great deal of general protection due to the sheer stopping power of six feet of concrete. The whole thing is to then be buried under several more feet of dirt and planted over, with the only access via retractable entryways.

Additionally, a rather ordinary looking house and standard aviation hangar is to be built nearby.

Undesirable resources include: drugs and prisoners. Operatives are to be given a wide degree of autonomy for this assignment.

Your equipment? Sure. Your ideas about the mission? You're still doing preliminary investigation, I guess. You or the Director can request reports on these regions from Intelligence, too, but it's of course cheaper to try to figure things out yourself. You or Zako (Daggers would be more suited to this) can command the two Agents with you as you wish.

"Take a gun and some armor, just in case. It's best to have a gun where we are going. In any case, I think that we need to decide on if we want either money and drugs or weapons and gear, because the drug runners would have more money and drugs over munitions and the warlords would have things better suited to their purpose, namely guns and munitions. The warlords would probably have better vehicles too, at least when it comes to combat." Alex glances over to Robert. "I wouldn't want to sell any drugs, it's hard enough getting them let alone finding a buyer for them. Making contacts in the guerilla forces would also be difficult, but if we get on their good side, we could get weapons and stuff that they steal from the warlords. Pitting two warlords against each other might work, but it brings up the problem of getting the stuff without getting shot from both sides, let alone finding whatever is not blown up already."

He thinks for a moment before turning back to Robert.

"Maybe we can set up an ambush for a convoy of supplies? We might not get much, but it could work. We'll have to see what the situation is like when we get information, which I believe you are better at procurring."

"When I'm in the situation to need a gun I already lost..." Robert mutters in his beard. "And finding buyers for drugs is not really difficult. Contacting some crime organizations in america or russia and we have the thing done. We get more fundings if we do this... Probably we could get equipment to make them by ourselves." For a moment he goes silent, pondering if the "ethics" constrict the agency to do such fund raising, but he shrugs and continues "Either way, it's a easy choice. Weapons or money? This is all we need to know now..."

You can take small amounts for personal use - large amounts are too difficult to smuggle. In any case, I'd recommend Zako take a bit more ammo for his weapons, atleast for the Agency Sidearm.

Speaking of which, you can name the Agency-designed weapons anything you want if Mark something and somethings bore you.

The same goes for weapons, *somehow*. You probably bribe the officials. This is a world of espionage, they're used to it. One or two is fine.
