Well, if you strip Saber of her title, history and Avalon, as well as some more cosmetic changes, yes.

No point in removing Pendragon, since you're pretty much the only person to catch the reference, and I had the Persona from the start.

I had caught it since the beginning, but only recently I started to wonder if the "no canon character rule" applies to her. I also think more people caught it but didn't even care about pointing it out, since it's pretty obvious.

I am considering creating a character that summons Deadpool to fight for him, since there is a precedent.

Normal Personas are just summons that are usually carried over through games, EC, which means they are part of the mechanics and usually used only for attacking. Arturia Pendragon is a well-fleshed character and one of the protagonists of a visual novel, manga series and anime. But if you want so much to keep her and it doesn't hurt any rules, I don't see a reason why you shouldn't.
