Pretty much. They're a sort of precursor-type civilization (Can't really say species, because stuff) in the setting Bryan and Kwyk are from. Roughly 50,000 before the 'present' in said setting, they basically just decided to wipe out anything more advanced than bone and stone tools. They then engineered a bunch of new life from the remaining stock. That's why half-Torikan like Bryan can exist: The Torikan were engineered primarily from humans, but with bits of Uncia Uncia and other felines mixed in. They just kind of putter around the Milky Way, fucking stuff up for shits and giggles now.
