...Ralts doesn't have Teleport from what I remember, neither does Gallade, Kirlia or Gardevoir.

It's a shard of Death itself. I think that trumps Gardevoir's psychic power.

Also It will be teleported with anyone he happens to be nearest, although It will probably be the only one who can ignore Arcana Lover's mind control. Arcana Lover's power affects anyone with gender. Including Space Marines, Pokemon and Psykers.

Using the tabletop game's movelist AKA it has it there.
