How do I increase the rate of secrets being discovered?

How do I increase the rate of secret discovery?
Not the amount of secrets.
The discovery rate.

No. You can't.
Sure you can, just mod in [SPHERE:DEATH] to all races, then there is certain to be at least one death god per civ with a pantheon, which should cause more necromancers.
It has worked for me several times.

Yeah, but that's just the one secret.

(You could also give the creature itself [SPHERE:DEATH] and [SUPERNATURAL], which may allow it to write books on the subject, but I haven't tested that).

There are actually a couple of things you can do:

1.  Make as many civs as possible have pantheons, and make their religion spheres the same as the sphere of the secret(s) you want them to discover.
2.  If appropriate, make the sphere's secret DEATH or another 'unpleasant' sphere.  These spheres have a somewhat higher rate of discovery, because demons tend to have them and demons who conquer civilizations might write books about their associated secrets.
3.  Make some deity-given curses - doesn't matter what they do.  I'm not sure why this helps, but it seems to.  Probably civs are more likely to set up temples if someone gets cursed by a god.
4.  Make some civs with VARIABLE_POSITIONs.  Demons (or custom intelligent megabeasts with FANCIFUL and POWER tags) can take over these civs and possibly write books about secrets associated with their spheres (if they also have the SUPERNATURAL tag).
5.  This is an untraditional one, but it works very nicely.  Make a custom megabeast that has one or more attacks that trigger a secret-granting interaction.  The megabeast will attack creatures in worldgen, and if they are injured but survive the battle, they'll wind up knowing the secret.  One megabeast can potentially 'infect' tens of creatures with its secret.  Check out the Fear the Night mod's 'secret fiends' for examples.
