I'm thinking of changing the ethics for eating animals to be punishable by death, and I'm also thinking of making the guy's dwarves randomly breath fire like dragons. How do I make the latter possible?

Feel free to add your own outrageous ideas.

how about dwarves are actually sea creatures and will suffocate unless you embark in water, which is impossible. (without outside programs)

Make dwarves much smaller.
Give them 10 years max lifespan.
Add to cats much bigger kittens birth.
Make keas are everywhere.
Give metal to elves, make them agressive.
Give candy to goblins.
Give clown a own towns.
Badgers! badgers everywhere... and make them bigger and more agressive.

Put [CRAZED] in the raw file for cats and give them the giant desert scorpion's venom injection on every attack.

The [crazed] tag should make even the pet ones go mental and murder everything.

Alternatively, yeah making dwarves miniscule (like, within the double digits of size) would be funny because nothing would appear to be wrong but crundles etc would be biting his militia in half right left and centre.

I'm not an experienced enough modder to tell you how to do the latter, but I think you can pretty much just copy paste the dragonfire code from dragons into dwarves' attacks and end up with his wrestlers incinerating everything.

Make Dwarf blood transform all it touches into Elves.

That way it could lie dormant for entire seasons until a siege shows up. Then the fun begins.

I could post my own raws for this if there's any interest.

Just duplicate any entry for unpredictable insanity. Wagons made of boiling meat, embarking with fly citizens wearing soap clothing, or rains of molten gold might ensue.

It will make wagons set everything on fire and be pulled by things that have descriptions, names, tiles and prefstrings claiming to be mules, but which are actually magma crabs and amethyst men (the former buffed a bit). Plus, the fake mules will adopt owners, making killing them annoy your dwarves.

I like giving dorfs the Prone_to_Rage tag from say, badgers. Make their beard an organ (So it can be chopped off and dorfs die from chin infections). Make cats the size of a dragon.

Maybe make it so they don't drink either.
