A small green light chirped from the desk of his Most Puissant Sovereign, Caliph Saladin, as he nursed an aching headache from yet another Spice and Hookah binge party.

Irritated, he slapped the control switch to read:

+PROJECT DOUBLE CAPACITY HAS ALMOST REACHED A BREAKTHROUGH: WITHIN TEN MORE RESEARCH POINTS UNTIL COMPLETION+

Good, Saladin thought, although the project was poorly named constructing the new Bulk Hauler prototypes would vastly expand House al-Maliks ability to ship between the most recent acquisitions and quickly make them self-sufficient. As he was about to dim the lights and indulge in a bit more Chernobogian Swamp Wine another indicator activated.

+++INCOMING TRANSMISSION FROM GWYNNETH SCOUTING CORPS+++

"Put it through," he rasped through the command microphone.

An image of a cheery officer in a red and yellow desert uniform appeared on a viewscreen. The recording began with:
"Hail and well met your Majesty, I am excited to announce that the negotiations with the Monks of the Liturgical Bank Note in their Monastery on the Jubiliyah Mountains have agreed to share with us the knowledge that they have kept secret for two hundred years!"

Saladins eyes snapped open. 200 years! By the Prophet they could have information ranging from ancient weapon schematics, powerful mechanized models or even knowledge of incredible warships.

"Yes sire! High Abbot Mauchin has allowed me to show you....this!" The officer moved to the side and revealed a small metal model, clearly centuries old of what could only be a Bulk Hauler.
"I am happy to show you mi'lord that I was able to access these blueprints for a very modest and workable payment plan, it will only take 50 years to pay off if we take another deal with our creditors!" I cannot wait to hear from you!"

The viewscreen cut out to Saladin holding his head in his hands.

(In all the ENTIRETY of possible techs that I could of found, I got this.)

A Proclamation from the Mezzanine of the Regent

Let it hereby be known that Lord Aqizzar, due Regent of the Galactic Imperium, thus accepts the reaffirmed acclamations of the right and honorable Houses of Man, and the continued deference of the Holy Church in the matters of state.  The following edicts shall be considered in effect as of the dispersal of this proclamation.

In light of the continued airs of hostility betwixt the neighboring powers, the Imperial writs of authority bestowed through the prior term upon Li Halan and the Decados are henceforth rescinded.  The disputes of the Houses, be they ever so rightful, shall not be allowed to endanger the most valiant efforts of the bulwarks against the Symbiot menace and the preservation of galactic peace.

In the interests of impartiality, the Imperial Regent has ordered that command of the garrison of Stigmata shall resolve to the deference of Sultan Saladin.  The Regent entrusts that the dutiful and wary spirit of al-Malik will see the galaxy secured in these uncertain times.

It is only with full respect of the responsibility and the threat of internecine conflict that his grace the Imperial Regent has assumed the mantle of Master of the Fleet as an additional burden, to be appointed upon the auspices of House Hawkwood.  Let no man question the gravity of this assumption, nor indeed the imperative, as an effort of full commitment to the preservation of the Pax Imperial.

And in recognition of excellent service in the support and guidance of the hand of the Imperium, the Hazat shall continue to administer the guardianship of the Imperial Eye with steadfast resolve.

Be it so ordered.  May the gaze of the Pancreator continue to fall upon the efforts of we who toil in His name, and shepherd us in these times of dispute.

The Hazat obediently accepts the duties and responsibilities bestowed upon us by the Illustrious Regent, whose wise reign maintains peace in the Galaxy.

It is at this solemn occasion, however, that we feel obliged to bring an uneasy matter to the attention of the Senate.

For the past few years we have been witnessing with increasing concen the actions of House Li Halan.  The service to the Empire that we have performed as the Master of the Eye during this last decade enabled us to gain a deeper insight into the string of transgressions, by themselves barely acceptable, but which together paint a dreary picture indeed.

First, the strongman politics during the Right of Passage incident nearly sparked a war with one of the other Noble Houses, leading us to believe that warmongering is the
raison d'etre of the ever growing armed hosts from Kish.

Second, the ever-vigilant Eye operatives report that the so-called "crusade" against the Symbiots bears marks of an undercover attempt to claim the tainted planets and strip-mine their resources, together with Pancreator knows what ungodly alien rot that is bound to infect anyone foolish enough to set foot on these worlds.
This is no righteous cleansing campaign aiming to rain fire and brimstone on the monstrosities, this is a colonisation effort.
Is the Empire prepared to risk an alien infiltration brought about by greed of one of its Houses? Isn't the isolation of Symbiot worlds the best option, the most prudent approach, to the fulfilment of which the Garrison has been established?

Finally, one has to wonder whether the infection has not spread already. Do we not hear the holy psalms of the Inquisitors descending upon the Li Halan libraries, who, in blatant defiance of the Patriarch, dabble in forbiden arcana? What abominable secrets does Lord mainiac desires to ucover? What does he intend to do with that forbidden technology? Does he intend to oppose the wrath of the Inquisition?

The first incident is a matter of the past. Its memory remains vividly embedded in our minds, but the past it is.

The remaining two are ongoing and require further investigation.



We ask for Lord mainiac of House Li Halan to be summoned before the Senate and to answer the questions given, so as to ascertain his intent.



Furthermore, the Eye has recently put the planet Cadavus under observation, discovering that it is being colonised by both House Decados and House Li Halan.
Having earlier witnessed the behaviour bordering on belligerent of both Noble Houses during the Right of Passage incident, we fear this world might become yet another spark of tension, threatening to erupt in a full-scale war if left unchecked.

Thereby we ask for the heads of both houses to approach and enlighten the Senate as to whether any binding agreements regarding the demarcation of planet Cadavus has been made, and in the event of the absence of such, be prepared to draw one under the scrutiny of the remaining Houses and the Regent himself.
