Yes it does. It's just not a separate option in the main game menu.

When choosing the house you want to play at the game setup screen, you can assign as many human players as there are houses. On the following screen, take notice of the "PBEM"(i.e."Play By E-Mail") button.
If left in the OFF position, the game starts in a Hotseat mode, with players taking turns one after another in front of a single computer.
If turned ON, each time a player ends his turn, the game saves and quits. That player then sends the save file to the next one in line, who loads the game from the file and repeats the procedure.

As leader of the al-Malik I offer my most sincere condolences to the people of Holy Terra due to the loss of our Glorious Patriarch...whose name escapes me at the moment. I'm sure he did something very pious and memorable.

I've dropped that turn naming convention where we started at turn 0. It should be a bit easier to track when the next elections are to be called. So this year(4968) is turn 13 not 12.

What's the state of the turn? I'm having EFS withdrawal. I can go years without it, but once I get a taste again it's like a drug. The more micromanagement I have to do, the more I can't pull away.

I thought the idea behind posting "turn sent" was so that everybody knows where the save is at any given moment.
Or is this your polite way of telling Aqizzar to hurry the fuck up? ;)
