Unless I'm mistaken the question was about whether or not a stray bolt would hit a friendly. You can target them for attack but unless you do I don't think the bolts will hit them.
I was just pointing out that they might not be considered friendly.

Yet you can shoot them (on purpose, for sure).

I suppose the question is whether bolts actually go through intervening targets or if they can only hit what they were aimed at...

You can deliberately target any friendly (non-hostile but not part of your fortress) but you can't accidentally hit them.

Yep, bolts won't impact with anything but hostiles. If one is in front of another or the bolt goes stray it will hit what it comes in contact with first.

Have you tested this?

Seems to happen most often with dodges when your teammate was directly opposite of you from the enemy, but it would seem any flying projectile is "hot" and can impact any creature that is an enemy of the marksman who fired it.
