How can I increase the probability of a dead dwarven civ existing in a given world, and how can I make sure the civ I embark with is the extinct one?

For the first: smaller site cap, longer history, and more more more megabeasts and evil areas.

For the second: you can't. Fortress mode requires a living dwarven civ to embark.

However, you can make a world without dwarves, then create 7 with Adventure Mode.

argh, ninja'd.

Well as for the first part I would assume cranking up the savagery and beasts in worldgen would help with that :P as for the second, I'm not even sure you can embark with dead ones or how to tell if they are dead, but in the embark screen if you press tab a couple times you'll get to a "your civilization" screen and you can pick one from those.

For the second: Last version I checked, a dwarven civ dead almost 10,000 years had no problems on embark.

OK, I'm sorry.  In all seriousness, I don't think so.  What would be bad for dwarves ought to be bad for humans and slightly less so elves, if I'm not mistaken.  Slightly less for elves since they have the at peace with nature token.

Few mountains. Mountains almost alwas determine dwarven control. I once genned a island that was largely mountainous, only Age of the Dwarves I've ever seen. Likewise, with few of them they can't expand and will stagnate until they are killed.

Go to advanced worldgen, set playable civilization required to No.
Go to the raws, add [BONECARN] to dwarven creature raws.
Generate world. They'll starve to death around Year 4.
Go to data/save/region/raws, remove [BONECARN] from dwarves.
Start a fortress with one of the extinct dwarven civilizations.
???
Profit!

Problem; civilizations no longer die out due to starvation due to being carnivores.

In my experience, that causes errors and/or dwarves to not be generated.
