We should reorder the houses in OP in accordance with turn order: Li Halan, Hazat, Decados, Hawkwood, Al Malik (smart players will notice it's the same order as the diplomacy panel*)

Really i am somehow relieved that maniac is Al-Malik, gives him the Symbiots to worry about.

Or gives him their luscious, resource rich worlds to eventually conquer and use to bankroll a planet smashing fleet. Of course this is probably in 100+ turns or six real life years, so there's not a whole lot to worry about just yet.
