From here. Yeah, that doesn't seem very useful. I suppose if you have to attack a stack with a plague bomb, or something it would help.

I seem to have acquired the most useless of the holy relics: St Amalthea's Lancet.  Anybody know of any uses for it?

I never refered to the charter forcing them into anything, what I did refer to is that House Hawkwood signing it  would no doubt strongly pressure House Decados & House Li-Halan into signing the charter, lest them face political segregation; after all, Church and Leagueheim aside, the signatories would control the majority of the voting power.

On a side note, already plundering ruins? Nice.
