No it doesn't. I tried that in a test game(since that exactly what I thought would happen) and it didn't have that effect. I highly expect that if if didn't do anything, it would be in our house rules. Which by the way, if it doesn't, it should be.

I tried to play chess but two of my opponents were playing competitive checkers as a third person walked in with Game of Thrones in hand confused cause they thought this was the book club.

What it does in actual game-terms, is reduce your overall score by some 20%. Which is to say, it does nothing meaningful.
You could think of it as being an one-off bargaining chip every player has, so in this sense it's just a matter of when to use it to best effect.
Or, and I think I prefer this approach, you may think of it in the terms of lore. That is, you're basically ceding your crown to the Church, should you become the Emperor. And so, after signing the Writ, you should reflect that fact in your propaganda, diplomacy, and all that role-playing fluff that this game is really about.
Also, if you do win, all the players that did not sign the Writ may be entitled to a feeling of moral superiority or something.

The Church and the League are both, to a certain extent, largely unfinished content; from the second Republic to Leagueheim's inability to charge enforce debt payment, as well as the broken sects and the many missing religious heads, which actually have a portrait in the files, but never made it into the game.

Though House Hawkwood does not oppose the treatise, it feels that it cannot sign the bill at the time without forcing House Decados and Halso Li-Halan's hands. As such, House Hawkwood will promptly sign the bill, but only in the event of a third signatory presenting themselves.

Our august house does not understand how this charter is "forcing" anyone to do anything but abide by peaceful intentions.

I seem to have acquired the most useless of the holy relics: St Amalthea's Lancet.  Anybody know of any uses for it?
