can a dwarf have two or more legendary skills?

Yep. But due to skill rusting it might be tricky to get both at the same time.

Yes, but keep in mind, lv15+ military skills will turn off civilian skills.

Yes, a dwarf can become legendary in as many skills as they want, though the more you add the more difficult it becomes to maintain due to skill rust.
