Migrants suggestion

I've been thinking of this for awhile, almost since I started playing. Not sure how doable it would be, but it would certainly be useful!

Basically it allows you to have some influence on what sort of migrants you may get in the coming year or two. It would work similar to how you influence what sort of trade goods you might get from a caravan: by speaking with the Liaison you can ask to prioritize certain professions to be higher than others.

Thoughts? Has this been suggested before?
