Hey guys I got a simple question. Can you make your ranger dwarves sit around a certain area so that they snipe? I need to know how to do that so my watchtowers are actually used.

Use station orders to make them stay in a certain area.
Alternatively, if you want them to patrol a certain area, you could use patrol orders in the military screen for that.

Or lock a vampire, weredwarf, or kitten in the watchtower. None of those will starve to death.

Alright. If it's alright I have another question, one that is becoming bothersome what with a strange mood and such. My dwarves refuse to make charcoal. The jobs are set, aren't suspended and yet nothing's happening. I've tried moving the wood stockpile closer to the furnace but that didn't work and I already know the area's accessible as I've had the furnace reassembled.

Has he claimed a workshop?
Have you got a message that he has started construction?

About the watchtower, you can also make their barracks there. They'll hang around when they've nothing else to do and start shooting if they see something.

If you're building a watchtower like a literal tower you should be aware that every z-level you add reduces the firing range of your marksdwarves.
I know it makes no sense but in DF the range of ranged weapons is counted by tiles whether they are horizontal or vertical.
So if your dwarves can fire 20 tiles on a flat surface, if you put them in a tower that is 5 z-levels high they will only be able to fire 15 tiles then.

For the sake of efficient defence it is better to use a moat to separate your marksdwarves from enemies. But if you're going for an aesthetic look, then go for it :)

Again about military and stationed troops... they still get unhappy by just being "active"?

They get unhappy if they are in active military service without time-off for civilian duties (have your orders set up so that not the whole squad is set to active at the same time. Give your militia civilian duties so this way some of them will be working on civilian labours while off-duty).

However, all you really have to do is keep training them, and once they reach a certain skill point (I think?) they become hardened vets and no longer have negative thoughts about constant on-duty.
