"Strange mood" bugged with clothiers?

Do clothiers in the most recent version have bugged strange moods? 
He immediately brought 1 piece of cloth to the shop and stopped.

His demands I have ample supply of.

bars....metal...    I have around 300 bars of iron, steel and even adamantine wafers (none forbidden)
gems....shining... I have a few dozen cut and tons of uncut gems (none forbidden)
cloth...thread...   I have loads of pigtail, wool and silk cloth and around 380 units of various thread (none forbidden except the adamantine thread)
leather....skin...   I have around 170 tanned hides (none forbidden)
tree....life....       I have plenty of logs

Is there something you'd recommend trying or doing before I lose another strange mood clothier?  (last one had similar, maybe the same demands and perished)

My guess, cloth. Do you have wool cloth, not just thread? Its certainly that.

My guess, cloth. Do you have wool cloth, not just thread? Its certainly that.

sheep wool cloth (10)
llama wool cloth (9)
alpaca wool cloth (12)
giant cave spider silk cloth (23)
cave spider silk cloth (42)
rope reed fiber cloth (98)
pig tail fiber cloth (single unit)

(edit) the 1 piece of pig tail fiber cloth I have shes currently holding, guessing I need more of that eh?

Most of it is, how do I make it so my hospital doesnt claim 300,000 beyond the limit I set?  Or rather, how do I fix it after it happened?

how do I fix it after it happened?
Deconstruct one of the boxes (coffers/chests/bags) containing the cloth you want to reclaim, and its contents should be released from the hospital and returned to your stockpiles.

You could also remove the hospital zone temporarily.
