No, not those... get your mind out of the gutter, Urist.

Anyways, ever since we started getting migrants drawn from historical populations, I've been getting an excess of legendary migrants. Whats the problem you might ask? Afterall, it's a legendary dwarf.... Not if it is legendary in 4 or 5 social skills and is otherwise your average Urist McUseless with nothing above competent. The flashing of legendary is usually one of my tells for distinguishing between an expendable dwarf and a protected one. Mind you, I do remedy this in-game currently by drafting them into an unarmed and unarmoured squad and sending them at next available goblin ambush/siege. Talk your way out of that one chumps... But it'd be nice to not have to do that with half of every single migrant wave I get.

My suggestion is simple, remove the flashing from dwarves who are only legendary at social skills.

Thank God this isn't what I thought at first...
I've never had legendaries migrate except from old forts. I think a better solution would be to have legendary social skills do something useful.

An option to turn off legendary flashing entirely would also be useful.  After all, if you run a small population, it's just a matter of time before everyone is legendary in at least one useful skill.

(This assumes it is possible to run a low population fort in the current version....  I haven't played very deeply yet, but it's clear at least the first wave of migrants still ignores the cap.)

First 2, but Let me assure you, it is not that hard to "fix" your migrant problem.
