TURN 2For simplicity, I decided to give each rule a number. I'm still playing with the syntax, so please tell me if anything is unclear or can be improved.
All posts must contain a Bill Cosby reference.

All the posts are now called cards, like the one my granddaughter plays. you know, with the pika-choo-choos.
Rule 12 invoked! The above rule will be modified to allow exceptions during turn posts.
RULE CREATION SUCCESSFUL! THE FOLLOWING RULE WILL TAKE EFFECT IMMEDIATELY: Rule 15: Posts must be called cards, except turn posts.
All text between (( )) is OOC, and rules don't apply to them.

Rule 3 invoked! You broke a rule. This means your proposed rule will not be added.
All Cards with the shooby-doo-bop and the boopbedoo have to have a Picture of a Fourth Gen. Pokemon!
((This could go places, but cards will eventually end up being paragraphs of....stuff.))

Rule 3 invoked! You broke a rule. This means your proposed rule will not be added.

Current rules:
1.Players may create exactly one rule each turn.
2.Players may vote exactly once each turn to either remove one rule or modify one rule in a suggested manner.
3.Posts that do not follow rules will automatically be ignored and their actions will be blocked.
4.Creation of rules that make it impossible or too impractical for players to create new rules or vote for the removal/modification of any rule(s), including itself, will automatically be blocked.
5.Creation of rules that contradict existing rules will automatically be blocked.
6.Creation of nonsensical rules will automatically be blocked. For instance, "asdshkjsfd" and "1=2" are not appropriate rules.
7.At the beginning of each turn, all rules with more than 3 removal votes will be deleted, and all rules with more than 3 identical modification votes will be modified as per the suggested modification.
8.The above rule is the only way rules may be deleted or modified.
9.The sequential order of rules cannot be changed.
10.After each turn all removal and modification vote counts return to zero.
11.Turns are carried out by Peglegpengeuin.
12.How turns are displayed cannot be modified by rules, though rules that effect the look of forum posts in general may be added with the caveat that they must be assumed to follow this rule.
13.All posts must contain a Bill Cosby reference, except turn posts.
14.From now on, all posts must use pokemon, except turn posts.
15.Posts must be called cards, except turn posts.
16.The final words of each line in a post must rhyme, unless the line has comments/spoilers/votes, except turn posts.
17.All proposed rules must be supported by another user.
Hopefully this turn gave you a better idea of how rules work and chain together. If it wasn't for rule 3, for instance, there wouldn't be any consequences for breaking rules and all proposed rules would have been added. I do not advise removing or modifying rule 3. To be clear on rule 17, there wasn't a specified limit on how many times a player can vote for rules. If I wanted to be a real jerk, I could have taken this to mean anyone could vote twice on their own rules to get passed this. But since I'm such a nice guy, I modified the rule so that the would-be rule creator is assumed to support their own rule, and that someone else has to also support their rule. There is no limit to how many rules you can support, but no player can support their own rule twice. This isn't exactly written in stone, so feel free to create supplement rules to limit rule supporting. Also, please tell me if you want me to continue modifying rules in the way I did rule 17, or if I should take you all literally and at your word. We can also go with my modifying by default, but giving players the ability to explicitly turn that default off for their post.
