BTW civilian industrial reactors look... interesting. Does it have same size as our reactors? 2 energy for 1500 may be better than 1 energy for 1000... Power switching is not a problem as long as we have more military reactors than civilian

They're larger. A damaged reactor can be disassembeled, and the parts will take up 200 size units. (When a cargo room is converted to a reactor room, you get +50 size, because of crates and other stuff you throw out.)

Is it possible to make twin or quad fighter railguns for our turrets? Yes. Doubling the amounts mounts halves the max size, so a double turret mount would only be capable of carrying Small weapons, and a quad mount would only have XS weaponry.
Also, for plan B, the minerals for 1500 total, not 1250.

1) Hydroponics are quite large. Nevertheless, you should be able to convert a single cargo bay to food production ,which will be able to sustain 40 people. This will cost 750. Sadly, hydroponics, relying mainly on water and tubing, will not be easily survive being vacuumed.

3) Not really, though you can improvise by using fuel as an explosive. (It's a hydrogen oxygen mix, after all)
4) You can do quite a lot with the advanced tools. Getting a more complex workshop will simply require more of those. You can also find Presicion tools, costing 1250, which will take up 30 space.
5) What do you have in mind, more fuel efficiency, more stealth, ... (For most, it'll be around to order of 250). (Your fighters have 20 units of armor btw)
6) While I do have plans to allow for solar cells, their power supply is so small that it probably won't be worth noting. (Nevertheless, cheap solar cells value at 5/ unit of hull plating)
Fuel rods and seeds will probably net you between 500-1000 credits.

As a reward ask for something not very useful or decommissioned. Obsolete software and hardware\various scrap\personal weapons\ancient fighters\free service from the navy mechanics. All this is not valuable for the Navy but may be a treasure for us
The captain is not pleased, at all. He has a lot to say about vigilant justice, endangering other civilians, and hampering the normal function of the sector policing. Max will explore the shipyard.
There are actually 3 different shipyards. The military shipyard, where you are now, the real shipyard (where ships are being constructed) and one dedicated to refitting and repairing civilian vessels. You're currently docked at the first. From a map you find that it doesn't contain much civilian accesible points. There's a police station, small hospital and some other stuff. There's also a shuttle service operating, which can transport you to the 2 other shipyard.
