You say the green part, and I'm assuming you mean the Sliver attacked the same night it was summoned by the second green part.
Yes. The only sliver that was unable to attack last night was Brood Sliver.

Not sure. It's entirely possible he and Toaster sent in the same card (I mean, if I hadn't thought of slivers I probably would have sent in Censorship too), and his case would be questionable were he actually voting Toaster for it.
