From what I've been reading lately about telepathy, and how dreams have strong influence on/are influenced by psi phenomena, that may well be possible.

But that's if we existed in a fictional world where telepathy exists. That's not much use because derailing the dreams of fictional people is nowhere near as likely to get a result as derailing the dreams of real people.
