No dogs, no doors, the armory is a square, not a door, and no one was around, so the alarm is raised no matter what.

From my experience, a lone liberal with 20 stealth can consistently evade anything, even after the site has been alarmed. You can just walk into the army base, grab everything that isn't nailed down or on fire, loot the armoury and walk out, ignoring the soldiers. Likewise, at high levels the disguise skill becomes basically the Jedi mind trick.

By the way, there's only ONE Desert Eagle per game in the CEO's safe, but the CEO is always carrying one, and you can loot it if you kill him.

Getting the M4-whatsitcalled is more trouble than it's worth, in my opinion. I just frolick happily through the army base taking all their normal guns and armour.
Also tanks. Tanks are irritating now that tank traps can be removed. :-[

M249 is all worth it - 5 shots with 10-301 damage , a full squad with M249 is going to kill anything .

Even a tank? Has this been tested?

However, it should be noted that since it's using the Heavy Weapon skill, and ammo can only come from the Armory, it's going to be a bitch to use.

just to confirm that the armory does always alarm, but you can evade the spawn that it creates with a 'v' sneak if you are good.  Thankfully my armory is right next to the grassy lawn so my ninja uses it like an atm.

On OP:  I finally got to the point where I can kill a police raid, a National Guard raid on the other hand still gets me.

If you want to make it easier on you, just buy traps and only fight the people that get hit by a trap.
