It is specifically forbidden to apply to vampires, and vise versa. Also, not ANYTHING can be a werefoo; I think that the target needs blood and needs to be intelligent or something like that.

Jam a door with its corpse and let all the goblins in. Hey, nobody said it had to be a weapon against your enemies.

I think that maybe the OP actually meant making a were creature that transforms into a vampire somehow, which I don't think will work anyway.

Here's a tip, though... Use Russian characters in your WPA5 passphrase. If your spontaneous AI is anything like my spontaneous AI (not as aggressive as yours, good conversation, but actually worse than me at chess*), it can't handle any character outside of the CODEPAGE 437 list.

*I hope. It could just be lulling me into a false sense of security.

we got that, and the first reply handled that: No, not possible, were and vamp are mutually exclusive

don't know if it can be modded though

Not directly, no. You could make a copy of the default werewolf and vampire interactions and then set the number of generated ones to zero though, making the game only use the reactions that you put in yourself.

It would be brutally difficult and probably won't work. In other words, it's absolutely dwarven!
