"This is a dog bone short sword.  All cradftsdwarfship is of the highest quality.  It is decorated with dog bone.  This object is adorned with hanging rings of yak bone and menaces with spikes of dog bone.  On the item is an image of Kulet Bookskinned Comes Full Circle the limestone-bound book in pyrite."

Should I give this to my military, or give them a masterwork steel or adamantine short sword instead?

He would look great and hit a bit more often.....but its made of bone.  I think you know the answer here.

Quite right to check.  But artifact status grants no damage bonuses, it retains material properties.  Some to hit% i think.

Make an artifact only stockpile and lock it up in a room outside your fort with TONS of traps and a long entrance way, come back with your adventurer when the fort falls and become a legend! (Also observer xp too)

You can find a more detailed explanation of how to determine whether an item is a good idea or a bad one to give out in the upper half of this post. In this case the short answer is no, it would be a terrible item against anything wearing clothing.

Yes, but give him another weapon as well. Or, better, give it to some ceremonial figure.

Give it to the fortress guard. It'd be a shame to let it go to waste, and the fortress guards are morons so better give them bone weapons before they hurt anyone...

ive gotten in the habit of replacing my chief medical dwarf as soon as he gains any notable skill in diagnosis.
It's really funny watching them do unnecessary surgery because of a wrong diagnosis.
the conditions were bad enough to turn a dwarf who didn't care about anything mad, that's pretty hardcore.
