Outpost Liason won't leave even after his caravan leaves.

What do? I won't kill him, because that would cause tantrum-ey !!fun!!.

The Outpost Liaison is not part of the caravan - he's a diplomat that arrives at the same time as the caravan, not a merchant, so he won't leave until he's finished his meeting with your leader.

How do I make my leader meet with him? It's been a full year.

If your leader is busy with high priority jobs, he won't meet with the diplomat.  You made need to disable all labors on your leader.

You might also have to "baby-sit" your leader for a bit in the (u)nits list, and manually disable the job every time he tries to do something like pasture an animal or whatever (jobs that don't require labors to be activated).

If it's really bad (which it might be, after a year, though disabling labors will help), make sure your leader has a room to meet the liaison in, put doors on it, and once they both actually get in there, lock them in until the meeting's done.
