Processing Quarry Bushes results in no rock nuts?

OK, so the wiki states "Processing quarry bushes at a farmer's workshop requires one bag, and will produce 5 quarry bush leaves (and one rock nut) for every plant in a given stack of quarry bushes".

It seems my quarry bushes are not leaving behind rock nuts AT ALL after processing. No rock nuts are present in the stocks screen, kitchen screen, or if I watch my little drone dwarf rip leaves off the bush, a rock nut should be present when I view the workshop with (t)... but no rock nut is there.

I've noticed this the last few forts I've had, and I'm not sure if this supposed to be happening. I checked the bug tracker, and nothing is present there about this, so either I'm one of the few to see a bug or its supposed to be happening and the wiki is wrong.

At least the mountainhome is paying 200% more for prepared meals next year... now to just pump out some ¤Quarry bush leaf Roast¤ and buy more rock nuts  :P

The only thing that would cause plant processing to not yield seeds is if you already have 200 seeds for that plant - are you absolutely sure you don't have any?

Can't post any screenshots right now, since I'm in class, but I have NO rock nuts at all in my stockpile, stock's screen, or kitchen screen. Wanderers Friend is installed, but only the part for adventure mode basic crafting. Afaik, that has no impact on rock nuts. Every other plant I process leaves seeds, just not quarry bushes. I'll take wanderers friend out when i get home, see if that it causing the issue, but I've had rock nuts show up after processing even with it added...

Wait, there's a max on seeds?
There's always been a maximum of 200 seeds per plant - once you reach that limit, jobs which normally produce seeds (eating, brewing, processing, milling, etc.) won't anymore.

I've always been ignorant of that fact.

I'm pretty sure I have over 2000 seeds in my current fort. But I only grow four types of underground plants. Let me check.

200 seeds max per plant.

trader seeds also apply to this limit. the following can happen to stop seeds from being generated:
- traders bring 20 plump helmet spawn, you have 183 plump helmet spawn, and when a dwarf goes to eat a raw plump helmet he produces no spawn when he finishes. traders leave with their 20 spawn, the count for plump helmet spawn goes back down to 183, and the next dwarf to eat/produce plump helmet spawn does so normally.
- traders bring 200 seeds of one plant, and when your dwarf goes to process that plant type for a job, that job produces no seeds because the limit has been reached by traders
- traders bring 40 seeds, get ambushed, the seeds drop and get forbidden, and now the most seeds you can have is 160 until you recover the forbidden trader seeds.
- you are at 200 seeds for one plant type
