Begin mining of red and yellow minerals, then use it to construct the shells of needed buildings I.e. Mine the ores, build the building, but don't begin powering it yet.

Move to the darker red area before mining it, I assume darker is more dense.
Once we have enough for basic mine, move to the darker yellow area to get the yellow required.

I'm unsure how building works though as we can only hold 30 minerals and the basic mine requires 40.
Edit: If we can build a mine it should go on an edge cyan square so it we can next build an adjacent power plant to fuel it.

We can only move thirty metals at a time. I assume we can either partly build things or just drop them on the ground for a moment.
