Note: the red armies were able to move "through" the navy militia because technically since the reds went first, the navy armies didn't exist when they moved. Also if you couldn't figure it out, dot=army.

Ah, I see. Anyway, because you can move your units at the same time you recruit them:

I move T-14 to T-13

W-14 to V-13

V-14 to W-15

and U-14 to V-15
