Yes, you can layer mail shirts with breastplates.  In fact, if weight is not an issue, you can layer 2 mail shirts under the BP and half a dozen leather cloaks on top, and maybe even a robe as well.  But you'll probably only get it to work on a "full" uniform where you have it set to "replace" civilian clothing instead of "over" civilian clothing.

When I design "over" uniforms, you need to with things that have a very high "permit" value and which are "cover" / "over" / "armor" layers.  But if you need them to nest one inside the other, they won't do it reliably until you switch to a "replace" uniform.

And you can't have (2) shaped items on the same area (caps conflict with hoods, leggings conflict with greaves, leather armor conflicts with breastplates due to the SHAPED tag).
