Playing as another Civ in Fortress mode using a mod, will migrants still come?

Just wondering as I don't want to start only to realize that no one is coming. The mod is called PlayableCiv+ if that means anything.

Agree, plus that's about the LAST thing *I* want to see from this kind of game - author spending valuable development time on useless graphics.
