It's known as the Oppai-Kaiju effect. The islands of Japan generate a sort anti-gravity field, which allows breasts to behave as if in microgravity. It's also what allows Godzilla and friends to become 50 stories tall, and lets ninjas run up the side of a skyscraper.

Try the photons again, but have Fortis aid you in preventing leakage so that they won't glow so much

After some time, you notice two things:
1. Exotic matter apparently can give quests when negatively massed en masse.
2. No one is pointing out your lack of clothing.

You determine that Riin is a weird town after pondering the two things, and wander off towards the vague quest-ish thing the exotic matter gave you before floating away negatively-massed. Something about finding an Illusionist nearby, you'd think that would be something you noticed on your way into town like the Geomancer.

Then again, he wouldn't be a very good illusionist if he was easy to spot, that defeats the purpose.

Nearby places:
Shops
Non-shops
Tavern
Geomancer's Inverted Towerthing
Meteor Crater
Plains
Yonder Forest (near-ish, as always)

Alta Neutonsi, They who withstood the endurance test of listening to a Geomantic Monologue without sleeping through it.
Gender: Both
Physician Wizard (Intermediate Novice level), Geomancer (Dabbling, Untrained)
Status: In tune with your surrounding physicality (physics magic success buff, acquired from nudity)
Current Job: Adventurer! You seek the Illusionist of Riin! (Or Ran? Rum? Rune? The scroll is a rather smudged there, but it certainly starts with an R.)

Inventory: Pink Hair, Nudity, Fortis the Device [Technostaff/Laptop], The Penguin Sir Waddles the Third, Esquire.

"Squawk"
He flails about like someone trying to imitate a sheet of paper while saying so.

You open back up Fortis and active the touchscreen mode again. combining several screns worth of text into one, you eventually get this, in very bad penguin-scrawled handwriting.
"Why are you looking for an illusionist, I'M STILL A PENGUIN! I'M IMPORTANT IN SOME CIRCLES AS A NON-PENGUIN! HELP!

...Thank you for the regal-sounding name though. Its nice."

Sir Waddles the Third, Esquire doesn't seem to have anything more to say on things.

Also point out that the illusionist might know of other wizards of other specialties, so they might be able to point us in the direction of somewhat that could reverse the penguinification.

Many people are talked to, eventually ending in you finding a semi-illusionist. He gives you a hug for a quest reward and explodes into more exotic matter on you and the penguin. You go to look for some ice cream and notice that some of the townsfolk seem to be flickering.

...Perhaps you should've taken his clothes before he exploded out of the illusion. This is not exactly comfortable, and its you doubt being splattered in extradimensional goo (or some other exotic matter) is good for any part of you, the less you look at something the more it looks like a hologram instead of a real thing. And Sir Waddles keeps falling down.

Decrease the goo's friction and viscosity so it slides off you

The goo refuses to be less viscous, but you manage to make it slide off with little enough friction.

You then easily cast Detect Radiation, and suddenly theres giant eyeball staring at you. Or you think its an eyeball anyway, it looks like an eye and its approximately round and it reminds you of the illusionist. The holo-effect is still there though, everything else starts to fade out to wireframe while you state at the eyeball-like thing.
