Actually, not that hard. Find a weather balloon (the American army has these, and sometimes sell time when they replace their stocks. Also, you find them at other locations.), find helium (easy), Find something worthwhile to attach to a balloon (preferably not a bay 12'er) and then the hardest part:

Get launch permission. Don't want to accidentally crash an airplane, do we?

Huh. What altitude are we considering "low-earth orbit"? Cause you can apparently buy a 30' diameter balloon that can go up to 115,000ft (35km) for a whopping $89.

Pseudo-edit: Ah. Wikipedia defines LEO as a minimum 160km. We're gonna need a bigger bag.

EDIT: Also, cool graphic showing comparison of various orbit levels. Plus, it totally looks like the Earth is trying to zap the Moon with a Death Star laser.

Yeah, actually permission is damn easy. Surprisingly, the helium is the worse these days. We're having a nation shortage apparently. We've already built everything and purchased the balloon. Total cost was about $750 total, and we attached four cameras.
