I'm guessing you mean some specific precolombine south-american civilization, given that the major ones by the time of Columbus' arrival were highly hierarchized expansionist theocracies.

The local tribal civilizations, not the empires. The empires didn't cover everywhere. e.g the people on the Caribbean islands when the Spanish first arrived shared everything and didn't know about warfare.
