I vaguely remember something about no traits or flaws, but that might have been a different 3.5 game I was looking at.

I think the OP has something about it...Here:
Quote from: OP
The setting is up to the DM(s), the story is up to the DM(s), but for educational purposes, I would recommend standard character creation rules. (That is, using each classes' starting wealth, level 1, without flaws or traits, and 28 point buy, which will be explained later.)

Ah, well. Good thing Scouts get a few bonus feats.

EDIT: On second thought, I think I should go with a human. I really want that feat and those skill points.

@Araph: And Deny us our unique feline team member? Nay!

There's a certain advantage in your character being distinct and memorable, you know. :P

Yeah...  Ease of reference.
"Don't kill me, take the catfolk instead! He/she/it's the one you want!" Sounds a lot better than "Take the fighter instead! No, wait, the other fighter. The one with the sword! Not that one, they're carrying the mone-- Aw damn."

But... but... bonus feat...!

Y'know what, no. I'm not going to scramble in the most munchkiny of ways for bonuses. I shall play as a Catfolk, and take my lumps and +4 to Dex like a man!

Also, two more questions: are we allowed to use the LA buyoff from Unearthed Arcana? And are we allowed traits and flaws? And one more conditional question: if we can use traits and flaws, how many of each?
We are not using LA buyoff. No flaws/traits.

I could really use a good +4 to DEX... Ah well, I have a good 16 levels to do that.

Level adjustment is always painful. For the rest of the game, I'll be one level behind in terms of power while still being considered the same level as everybody else. While I don't think that'll be much of a problem with the Scout (who is already benefited by the Catfolk race), it would be particularly bad for, say, a wizard.

EDIT: And here's the sheet! Veles Scitus, Catfolk Scout!

Tips: the whip does 1d2 nonlethal, and it's suggested that you bring some sort of rations, though scelly isn't very strict about it.

Actually, it does 1d3... so I still got it wrong. My bad! About the rations, I'm relying on Survival to provide food.

Oh. I'm not playing a ranger, so I kind of forgot that existed.
