If I change the size of dwarfs to the size of humans will they still need the [SMALL] armor, how do I change that?

Well, if you ever noticed, [SMALL] isn't a tag. Body size is the only thing that determines armor size.

There has never been a [SMALL] or [LARGE] tag - the size description on armor/clothing has always been determined based on the body size of whatever race constructed it. Back in 40d and earlier there were [STOUT] and [NARROW] which just further restricted armor usage between creatures of the same size, but that was removed in version 0.31.01.

P.S. If you don't get this note, let me know and I'll write you another.
It's amazing how dwarves can make a stack of bones completely waterproof and magmaproof.
It's amazing how they can make an entire floodgate out of the bones of 2 cats.
