Ammo's really hard to do, though, and it takes a long time to throw everything together. Even total gun nuts rarely make their own bullets on a frequent basis because it's so tedious and time consuming (Without awesome, expensive tools). If you don't know what you're doing, you risk damaging a perfectly normal gun, never mind one that got churned out of a printer.

You also risk bullets exploding in your face.

The thing about these home printers though: its a lot more work to actually print a gun than it is to just go buy one currently: setting one of things up to print accurately is a pain in the ass. (reference: brother has one, helped him put it together)
Note: this included buying unregistered guns.

Now, when multi-material and built-in machining with pro-accuracy comes to the general public at an affordable cost... thats different.

They could create a law that required you to be armed in public at all times.

This law actually exists in some places. Rumor is that some places in the USA enforce this law, rumor because I've never been able to substantiate it.

Mind you this law is about guns you can see. Not concealed weaponry.

Your rumor stems from a few rural towns with archaic laws requiring every male head of household to own at least one operating firearm. How that's phrased should probably be a good indicator of just how archaic they are. It isn't anything you could actually enforce.

Well there is a law requiring people to have smoke detectors but you can't enforce that either.

Sorry to say but the government got rid of most of them a good while ago. Hasn't stopped people talking about them of course.

Was that repealed? I thought it was still technically valid.

Another law also states it's illegal to be drunk in a pub or bar...

Well technically it says drunk and unable to take care of yourself but even that still tends to happen a lot.
