I assume dwarves who get Legendary from Strange Mood would be allowed to add that skill?

Heh, I don't enable 'em in my current fortress. With an artifact list like this, those guys are just lucky I don't have a volcano to drop them into.

Strange mood is based off of the dwarves' highest skill, so chances are he'll mood and become legendary in his current trade.

Yes, but if the dwarf has no skills with products they'll get a random craftskill. Happens to peasants and farmers a lot.

~TECHNICALLY~

This is not true personal freedom. The Dwarves are limited to their job skills. True freedom to do whatever they wanted to do, would be having ALL the labours activated.
