Getting all dwarves to stay inside?

Hello
I wanted to know how do I set it so all dwarves stay inside the fortress? I have a few monsters outside attacking but I have no idea how to make it so dwarves just stay inside.

1) Use the burrows menu to define burrows covering various areas of your fort.

2) Go into the (m)ilitary (a)lerts menu and (c)reate a new alert

3) Hit enter in the left column to activate the [CIV] alert to that new alert you created.

4) In the right-column, select which burrows civilians are allowed to be in when that alert is active.
