If you just want to keep your dwarfs indoors when an ambush/siege happens, use a military alert. Hit m, then a, c to add alert, then name it something like siege or GET INSIDE and then set the burrow you want them to go to and it should have an A beside it. Then just toggle it with enter between that and inactive and all dwarfs will obey burrow without having to manually assign them each time you just want dwarfs to go inside.

If it's only the civilian alert burrow, then you don't have to add civilians manually.

You can define a burrow and make it a civilian alert which than can be activiated via the military men, confining all your civilian dwarves to that burrow.

If you do try to assign all your dwarves to 1 burrow there is a particularly nasty bug that will likely screw up any and all hauling tasks eventually

If you fail to  manage to ensure that all your stockpiles don't potentially have targets outside the burrows you will get failed to stockpile spam and also you will eventually kill your fortress because vital hauling jobs will be ignored when the spam attempts to assert itself on dwarves over and over again.

I've had butcher shops adn bins full of rough gems sit for months withing a burrow along with their associated stockpiles despite having 15 idle dwarves.

dwarfs assigned to a normal burrow might go planepacked when in a mood. I don't know if you read the wiki pages yet, but setting a civilian alert will suspend all existing burrows. So if you had a mason make only obsidian thrones in a burrow, he's now released from the burrow. That was my impression at least when I saw my burrowed baron (for a meeting) grab food from outside her burrow.

Stockpiles which only accept specific materials and then "give" to the workshop are a better way to control materials now anyway.
