The problem is that I'm waiting on a roll from Shoot first, or some other GM that can roll for our interactions with
crime!.
On the other hand, I can roll stuff that doesn't directly relate to my own actions, so if you want to do actions with Habarre feel free. I'll check whether or not I can roll for the drug stuff.

Edit: To clarify the blacksmith's offer in RP, he gives three options.
1. Pay nothing and get no armour bonus. (Fluff only.)
2. Pay 1 ducat and upgrade your armour bonus from +1 to +2, but suffer a -1 to stealth checks from noise.
3. Pay 2 ducats and upgrade your armour bonus to +2 without the stealth penalty.
I strongly suspect that equipment rules will follow YaK 1's example unless I hear otherwise. Personal equipment that gives a roll bonus beyond the (free, slightly fluffy) armour and weapon bonuses if you aren't caught unawares in a fight will cost 1 ducat or more per item (e.g. a masterwork blade, heavy armour). Further skill bonuses will add to that (e.g. weapon skills for duelling, parry or plate-use skills).
Essentially, few free rides in this game. Be prepared to pay a small fortune to get the edges you need.
Of course, a theoretical fighter who had both a weapon and armour skill (+2) and an elite weapon and armour (+4) would be unbeatable in normal combat. Good thing that would require a bare minimum of 2 whole ducats (probably more for balance reasons) and 2 skills - and you can still be caught unawares without your weapon or armour.
Edit 2: A killer kills nine people and gets away because the king's chief fencer and guard was able to provide a distraction for the town watch. We won't say how, but it probably involved alcohol.
Edit 3: Any adventurers out there should seriously consider banding together with the Ranger Captain, though. I might well have to plot hook people in, because he'll need every bit of help he can get with troll hunting.
