No its not - you can't recruit mercs of something you dont have the tech for

You can however attack with what you have, pray you win 2/3 rounds, and still have a chance of winning

Iituem had one anyway since Tari had no boats, and you have copper
-Strat metals were predetermined before the game started

Iituem and Tere also both have cript to deal with since elf isn't going to do anything constructive.

I am declaring territorial ambitions on the mountains by Erigan, but the Secret Council has no wish to invade your sovereign territories - unlike the Estate of Erigan which was a little too close to our home borders.  I am willing to discuss a non-aggression pact and possible future trade treaty, as the Estates only wish to secure those regions that can be considered legitimately within our own sphere of influence.

So given the current situation, a question was raised

Q) Who gets the attack bonuses and who gets defense bonuses when 2 forces are set to attack eachother

A) One of two options, 1) I've decided to allow the conditional attacks in the sense of "Wait, defend, then strike". HOWEVER, should there be a battle, it will consume the movement points of the army defending. The conditional attack will only occur if the attack was a bluff. 2) If a conditional isn't made, i'll roll a d2 and rule the attacker as the best of 5 winner on those rolls.

Why would you? Rolling a single d2 rather then 5 has the exact same succes chances, and is less complicated.
