So, speaking of the EU Commissioner...
You know, I dont usually believe conspiracy theories, but the sheer ferocity of pushing these things, regardless of public opinion, really makes one wonder. Usually politicians just go with what is popular.

It is very common practice for politicians to tack things on to bills, such as that Canada-EU trade agreement, that aren't related to the bill in any way. This often amounts to saying "I'll approve the new health care bill, but only if my country gets 20 million dollars for a new hospital" or in this case stuffing the ACTA stuff along with a trade agreement. It's not a conspiracy theory, it's politics.
