Ferengi conquered Caldonia and Malcor, what to do?

Retreat to Xerxes (main shipyard colony), forget remote colonies (for now), rebuild fleet, retake worlds
Gather remnants of fleet at new, prospering colonies and defend them until fleet is rebuild (Holsberg/Peliar Zel)
1, but spend part of money to mess up diplomatic ties between Romulans, Ferengi and others.

Next week, we win the show of power and Cardassian force at Ingraham is reduced to 3 cruisers! Maybe the Romulans are attacking another Cardassian planetary system?
Federation Council has it's own building now, which shall be a monument to our interstellar unity. Our diplomats renewed negotiations with Chalnoth species. As we lack enough dilithium, Sol system will postpone production of Miranda-class ships in favor of Malcorian shipyards.

Week later we power-up Malcorian Kinetics Institute after USS Covington, Miranda-class destroyer, leaves the shipyard.

Next week Ferengi accept our new non-aggression treaty. Cardassians ask us for a war pact and we of course refuse.
Ingraham B system is also devoid of any Cardassian starships except a single cruiser docked at the local outpost.

We might be over-analyzing that. Romulans could do that, and Cardassians could plant evidence.
We decided to to ask Romulan government for a donation so we can rebuild the structures lost in 'unfortunate accident'.
At Blue Horizon system, our dilithium refinery comes online.

Romulans rejected our demand. Our intelligence reports that Ferengi and Cardassians established first contact and also signed a non-aggression treaty.
USS Zarnitza A, our third cruiser, have been launched from Caldonian shipyards. This starship will join the Holsberg Task Force.

Week later Chalnoth open their borders for our traders. First step on the road to join Federation, my hairy friends!
Cardassian strike group returns to Ingraham - three cruisers and a scout, whilst long-range scanners pick up few more energy signatures; scouts and transports.

Week 146 welcomes us with this peculiar invitation. Normally it would be a good opportunity with the Klingons, however our estimates indicate that their population isn't really interested in friendship, and more like in ability to move their troops to the other flank of Ferengi space.
We will ignore their proposal, but maybe in the future, we will consider such treaty.

Next turn we schedule construction of colonization group that will establish a colony at Peliar Zel. You might remember it as the system with three giant volcanic worlds.

Turn after that, USS Coronado is completed, a Miranda-class vessel.

More diplomatic news at turn 149!
Romulans agreed to renew our non-aggression treaty and no one else than Cardassians approached us with affiliation proposal. We're trying to understand what is going on in the intergalactic politics however our spies and agents aren't really able to divulge any information.
Still, this is most suspicious string of events.

And week later Chalnoth became our allies. Just few more gifts and they will join the Federation - and with them, their technology will join our assets.

Next turn nothing speical happens - colonies are expanding and USS Rockford leaves Caldonian shipyard. Current estimates show that soon Xerxes system will reach Caldonians in efficiency - we will move our main shipworks there.

Ridiculous demands are rejected ridiculously fast. Xerxes gets a green light - the colony ships for Peliar Zel shall be finished there.

Someone bombed our universities at Caldonia. Whilst it is not much of a loss, the culprits haven't been found.
I'm, of course, betting Romulans.

At Turn 155, the colonization fleet leaves Caldonia and soon the second colony ship from Xerxes will fly there as well. After that, they will work at Eden system, near Malcor.

Several turns pass without anything special happening, except that we comissioned USS Cortes, an Oberth scout, which will go 'west' and explore several sectors that will be soon in our reach after an outpost will be constructed at Eden system.

Hurray! Chalnoth joined the Federation! They have Mark VI buildings across the board, which boosts our economy quite a lot.
On top of that, we get a Propulsion breakthrough that extends the range of heavy (green range) ships.

Also. Captain Jarod Cain will take command of the Colonization Task Group. He was assigned as the captain of USS Rockford. That is all.

Turn 160 rolls in with a war pact proposal from the Ferengi. It's getting annoying, two quarelling races trying to sway us to their side... so we decided to put them in a difficult decision.
We shall send, simultaneously, friendship proposals to both of the space-faring species. And wait what will happen

Next week I get reports from research department - we got another level of Construction and Biology research completed. Genesis Lab shall be constructed at Thelka system.

Ah, our little diplomatic plan failed. Oh well, they can go and murder each other if they want, we won't be interfering with them.

Up to Turn 165, we just build stuff and Genesis Research Station comes online at Thelka. With anticipated Daystrom Institute on schedule, after we get appropriate reasearch, this will be fourth research structure in specialzied field. We will be missing Energy and Construction labs, but who knows, maybe there's some minor race waiting for us somewhere?
We also put a shipbuilding order for Caldonian yards - two Ambassadors, two Mirandas and Oberth scout. They will guard our newest colony at Peliar Zel after Cpt.Cain and his colonization team will move elsewhere.

Two weeks after that, we receive two diplomatic proposals that we reject.
Starfleet Intelligence reports sightings of Romulan transports and scoutships in the deepest parts of Cardassian territory. Our specialists believe that Cardassian Union is bound to fall in less than a year.
Speaking of Romulans - our border outpost apprehended a trader from Romulan Empire who was sending supplies and reports to Romulan spies in our territory. We might've compromised whole espionage network.

Computer research got improved and we lost some construction research in the meantime. We have all confidence that the agents behind this were, actually, Romulans.

We accept peace treaty from Cardassians, who are enraged by our 'inability to act in face of extreme danger'. If theyre referring to Romulans, we believe we can take them on - if they decided to attack us, that's it.

Cardassians cling onto Ferengi.
'Someone' acquired our scientific reports - we can assume it's Romulan Empire behind this. We need to upgrade our databanks and espionage assets as soon as possible.

Next week, our reptilean neighbours demand that we cede disputed territories. We said no, of course.
Colinization Task Force led by Cpt.Cain is now moving to Eden system.

Week later, Peliar Zel is colonized, we get Energy onto level 4 (as you see, upgrades everywhere).
USS Wakaruna, second Ambassador-class starship, is finished at Caldonia. USS Cortes, an Oberth posted at far 'west' edge of Galaxy, is reporting unusual activity outside Romulan systems.

Security becomes a concern for Starfleet. The Romulans are easily getting research leeched out of our computers thanks to their powerful spy networks. Databanks upgrade have been scheduled ahead of any other infrastructure.

USS Cortes sent us a priority one report next week.
What you seen is a flottilla of 27 ships - destroyers mixed with cruisers + few scouts providing tactical knowledge. This fleet this conquered Terosa Prime, one of Cardassian colonies.
Starfleet Command is discussing the matter with the Federation Council. We must speed up production of new vessels, lest Romulans will gain upper hand.

Federation Council members and Starfleet Command had several heated discussions. Few Chalna representatives got irritated not to mention Malcorians threatening us. After prolonged voting, we have decided.

We're going into a war.

As a preparation, Chalna and Xerxes systems will begin construction of Ambassador and Galaxy class cruisers. Caldonia shall be tasked with construction of Miranda destroyers and Oberth scouts.
Databank arrays are upgraded at Tarsas and Tarsus systems, whilst Thelka is making sure that our scientists will get best equipment they can.

We're pulling Caldonian Guard Fleet from Caldonia to Malcor, and Holsberg system will be reinforced too.
 
Captain Jak Euchre will take command of Caldonian fleet and his new command ship will be USS Iroquis, Ambassador-class cruiser. Captain Jarod Cain will take his two destroyers and reinforce said fleet at Malcor.
Secondly, USS Zarnitza will be new command post of Captain Neer Dell who shall take command of Holsberg Fleet.
Thirdly, Captain Burnt Pies shall take command of USS Monroe as commander of Malcor Fleet.

Week later, editorials strongly criticize our move.
Fortunately it doesn't really drop our morale that much. We will begin talks with Cardassians so they allow us free passage through their territory. We will also attempt to create an outpost at Delta Vega so we can reach Romulan space without trespassing Cardassian territory.
Also, USS Newport is finished at Caldonia.

Next week USS Cortes sends us a report about first contact with species called the Pakleds. They are apparently scavengers, living in Romulan territory, but suprisingly they're not in league with them. At Xerxes, we buy necessary supplies to upgrade our replicators so construction of starships can start at last.

Two weeks later we receive the answer from Cardassians - it's a 'NO'. We shall build an outpost near Delta Vega system.
In the same time, we will colonize Risa system to get another dilithium source for our shipbuilding operations.

Week after that, USS Somali leaves Caldonian yards, just when we receive the news that Klingon government have changed.

At week 183, we accepted affiliation proposal from the Cardassians. We will be able to attack Romulan systems, but Starfleet and the Council decided that our first task will be with liberating the Cardassian colonies currently occupied by Romulans. USS Stingray is constructed at Caldonia yards.

The thing is, they are at peace with Romulans, but we are not :P

I think I will break the affiliation treaty with Cards (morale loss might be large...) so they won't be roaming around our space.

How's Captain Hanzoku doing? I assume at this point he's commanding a Destroyer at least. :)

Week later, Pakleds agree to our trade agreement and we get their homeworld location as well - it's somewhat far from all other civilizations.
Chalna yards finish USS Ning Hai, our first Galaxy-class cruiser. It will rendevous with USS Barracuda, an Oberth-class scout, which just left shipyard at Xerxes system.

10 cruisers and few barely defended ships like scouts and transports. Both fleets stationed at Malcor shall enter Ingraham system as a first attack in this campaign. Cardassians might respond by tossing their forces there, but we will be prepared.

Next week battle at Ingraham leads to victory - the outpost have been destroyed with just minimal damage on our side with no ships lost.
However we paid dearly for it - we assume it was the Cardassians who destroyed the civilian ship. Their cruiser force are on the move so our fleets will retreat to Malcor.

Another sensor sweep of Cardassian space reveals this. We've counted approximately 15 cruisers and 8 smaller ships, manuevering between Ingraham, Kataan and the sector of space above Malcor. Because they can reach Holsberg, Caldonian Defense Group have been sent to reinforce that system; destroyers as separate group because their engines are faster and thus they can get there quicker.

We might have kicked the beehive, one could say. (Where the hell they got all those cruisers from!?)

Likely their Romulan attack force.  Full speed ahead on the attack, let's go with mass producing cruisers until we can outmatch them.  We didn't start this war, but by jingo we'll finish it.

This is rather concerning diplomatic development. Cardassians withdrew their forces back to Caldos, propably waiting for us to attack or expose some weak point in our defenses.
Fortunately, USS Bolzano, our third Galaxy cruiser, just left Xerxes yards and together with Barracuda and Ning Hai, it will reinforce Malcor system. Starfleet agreed to concentrate the shipyard efforts to build cruisers of both designs with minimal support for production of Oberths and Mirandas.

Just as USS Quiberon, Ambassador-class starship leaves Chalna yards, we get this dreadful message. We're no fighting on two fronts - Cardassians and Romulans at north, and Ferengi at north-east.

More and more bad diplomatic news reach us at week 193. The Ferengi also declared war against the Pakleds, and we can only watch what will happen to the homeworld of the scavengers.

Caldonian Science Officer: Sir, we have arrived at the coordinates of Ferengi outpost... multiple signatures detected!
Human Captain: On screen!

Chalnoth Tactical Officer: The Ferengi are powering up their weapons. Captain, we're outnumbered and possibly outgunned. What are your orders?
The Captain stares at the viewscreen for a moment.
Captain: Signal red alert! Inform the task force - we engage the Ferengi!
The red alert siren echoes across the Ambassador cruiser as first shot are fired.

Tactical: Newport has lost it's shield- Newport has been destroyed!
The cruiser shakes from blasts of Ferengi phasers and torpedoes.
Captain: Reverse course, attack them from behind-
Bridge shakes and floor panels and consoles explode at most of the crew, killing a few.
Captain: Damage report!
Tactical: We've lost shields, heavy damage to engineering section!
Captain: Lieutenant, direct all auxiliary power to the warp-

The outcome of the Battle at Sector P-14 was a disaster. We lost three destroyers, two Ambassador-class cruisers and a scout.

However Klingons accepted our war pact. We will try to persuade Romulans with a peace proposal, and wil lfurther try to establish a closer bond with the Klingons.
USS Montgomery was finished at Xerxes. Together with newly arrived USS Trieste, it will depart to safeguard Caldonian system which is prone to Ferengi attack.

Five days later, Holsberg system.
Captain's ready room of USS Zarnitza. Captain Neer Dell is drinking some kind of tea.
Cpt.Dell: Hmmm, quite.
He wants to take another sip, but the combadge chirps.
-Captain, you're needed on the bridge. We a group of subspace anomalies heading toward us.
Captain: I'm on my way.

Neer Dell puts the cup on his desk and walks out of the ready room, sits down in the captain's chair. He then looks on screen - some dark 'smudges' in the darkness can be seen.
Cpt.Dell: What is it?
Chalnoth Tactical Officer: These anomalies appeared eighteen seconds ago. We're performing a full sensor sweep of the area... sir, these are consistent with artificial distortions made by-

The console starts to beep madly as smudges turn into the a bunch of green ships.
Tactical: Romulan ships decloaking! We're fired upon!
Cpt.Dell: Shields up, red alert!
Tactical: Too late!

Tactical: Scanning... sir, they've targeted the outpost, not us!
Order all ships to turn around and destroy the Romulan vessels!

Tactical: Reading heavy damage to two of their vessels, but the outpost isn't going to take much more of the assault... sir, Romulan vessels are preparing for warp... they are gone.
Cpt.Dell: Maintain yellow alert and scan for the subspace distortions. In the meanwhile contact the outpost. We need to help them with repairs and wounded.

Week after the defeat at P-14, Romulans attacked us at twice - one of those attacks was done by scouts and almost destroyed our outpost at Holsberg. Second attack was at Peliar Zel - two destroyers, but after initial bombardment they fled away.
A pair of Ferengi strike cruisers attacked Ullian outpost and sadly, we lost our foothold there.

And then we learned of this. Even if Cardassians decided to sign a peace treaty with us, the Romulans can simply waltz through their territory right into ours.

Take a page from the Cardassian's book: Make a peace treaty with the Ferengi.

I think you were right to cancel the Cardassian's affiliation treaty: They would likely have used it to attack our core worlds without resistance.

Regarding the Cardassian-Romulan affiliation: Peace with one won't restrict the other from attacking, but at least the enemy forces will be down 15 cruisers and a bunch of miscellaneous other ships.  We need time to regroup and rebuild, especially after the Battle at Sector P-14.

Next week something wonderful happens - Cardassians and Romulans sign a cease-fire with us! Similar treaty was sent to Ferengi whilst Klingons refused to make friendship with us. Oh well, can't have everything, eh?

Our shipyards were instructed to build several Ambassador and Galaxy cruisers as well as colony ships that will build a colony at Levinius system, far away from core worlds and from battle frontiers.

Speaking of ships - Caldonian shipyards finished a Galaxy-class cruiser, USS Tyokai, which was sent to reinforce Peliar Zel along with USS Fury.

Week later, USS Norman and USS Isis are finished, respectively, at Chalna and Xerxes yards. The two ships will meet at the later system and by then, Starfleet will find where to send them.
Also, Ferengi rejected our peace treaty.

Caldonian subspace scanner was brought online after some manpower shuffling and we discovered above force at our doorsteps. USS Valdemar was finished there ahead of schedule, and USS Narwhal, an Oberth scout, left Chalna.

What we have at Caldonia is an outpost, Galaxy cruiser and two Ambassadors... against 12 Ferengi cruisers. Caldonian authorities are bringing the orbital defenses online.

As you can see, our battle next week was lost. We managed to destroy only two cruisers and the whole ordeal was basically a slaughter. What's surprising, though, is that the Caldonian scanners do not pick up the cruisers in their system.

Weird.

In the same time, a massive Ferengi fleet is found near Malcor.
USS Drake leaves Chalna yards and head for Tarsas, where local forces and single ships will form a fleet that will head to Caldonia.

Malcor system, Bridge of USS Iroquis A.

Science Officer: Captain, Ferengi fleet have arrived in the system!
Captain Jak Euchre : Shields up, red alert!
Tactical Officer: Ferengi vessels are launching torpedoes!

Explosions shake Iroquis a little as the battle rages on the viewscreen.
Tactical: Alacrity destroyed, Coronado reports heavy damage to primary hull. Our shields are down to ninety percent.
Cpt.Euchre: Helm, take us through their fleet, at an angle! We will try to spearhead their forces.

Ferengi beam slams against the top part of Iroquis' saucer, near the top dome. Bridge shakes and the supports and electronics explode from the ceiling and walls, the consoles crackling as the bridge officers are flung around.
Captain Euchre stands from the ground after a second, coughing and choking on the smoke.
Cpt.Euchre: Damage report! Dammit, tactical! Damage report!
Only now he notices that all bridge officers are lying dead or uncounscious. Slowly, he stands up and walks up the ramp, clinging to the railing.
Cpt.Euchre: This will be the day...
As the bridge shakes, the captain makes his way toward the Tactical console, pushing the buttons. Torpedoes fly through space and destroy one more Ferengi cruiser as Iroquis is hit with torpedoes and beams in turn. Fire starts on the bridge as consoles beep in alarm, the ship rocking with explosions.

We have lost the Battle of Malcor.

Seventeen ships have been destroyed by Ferengi along with the outpost. We made them pay high price, however - each of our ship have been avenged by destruction of one Ferengi cruiser.

That's not much of a cheer-up, though: their transports and planetary cruisers are already preparing to invade Malcor.

Cardassians formed an alliance with Ferengi, and we received a word that Caldonian system have been bombarded and conqured by the Ferengi.

The defeats at hands of Ferengi and loss of crucial member world have put the population in rage. Riots and demonstrations are happening in most of the larger worlds, and Chalnoth swear to leave the Federation if we won't make any progress.

Now, even the Federation Council and the President are unsure of Federation future...

But it will certainly be grim.
