Yes, in the caverns. Only in good and evil areas i believe. I've seen a few, no too irritatating. Its the gremlins you got to watch for, bastards trying to pull the doom lever.

Why can't I find any threads about DF players committing atrocities against the gnomes by baiting them into your own little personal hell circus then

As Corai mentioned, they exist only in mountains, not caverns as Misko27 said. Very specific kinds of mountains. I've seen them, and been terrorized by them, and let my war dogs eat them alive, but I rarely if ever thought much of them and rarely embark on the mountains necessary to propogate gnomes.
