long answer: Dfhack
my answer: Dfhack's Dfusion
another answer: cheat engine or hex editing.
though RAW modding: no, unless you want to add 200 points to a race attributes which then maybe but it not like changing the amount of points you get more so raising the base neutral count.

Like Rumrusher said those things. I suggest cheat engine, it's rather friendly. I use T-search for memory editing like that. But another one that is super user friendly is Art-Money it will complain about buying the pro-version don't bother all it does it allow for undos in the search.

Cheat Engine and T-Search
when searching for a value knowing how big the number is helps. If you understand how much 1 byte, 2 byte, 4 byte, floats and all that hold your good if not:

Art Money
You search my interger or float, or custom. it looks in a wide range from 1-4 byte values, and remembers the last thing you searched/filtered for.
^^^ A def must have for beginners. But the other 2 are great for advanced users and the "targeted" search function makes it go way faster.

thanks for the replies!

I do not have any experience with those programs though. how could I use Dfusion to do this, or Art Money to heal a dwarfs legs in adventure mode who got pokked and thus moves 1000 slower?

Art Money I have no idea how you would heal that :P but DFusion has something for that I think.

DFuision is merged into DFhack btw

I read the post about dfusion/dfhack and I have no idea how to use LUA or programming, will dfusion be useless to me?

all you probally have to do is type in a few commands, and bam. It's made for user's with no programming know how. If you want to make hacks, or plugins for DHack then LUA is useful

EDIT:
also linky
